Would nurse held in quarantine have case against government?

Appears like involuntary confinement (false arrest). However when faced with abundance of caution dynamics such as this, we have to draw a line, in my opinion a very fine one here, between respect for constitutionally protected rights and public health and safety interests. Of course there has to be some humane considerations to it too.
